The State of Israel has refused to accept responsibility for its actions during 'Cast Lead', and to fund medical care for amputees, who were inadvertent victims of the IDF offensive on Gaza. PHR-IL holds that the State of Israel bears supreme liability for the health of the Palestinian population of the occupied territories.
