The Migrants & Refugees Department endeavors to achieve the following goals:

Threatened Palestinian Persons
The “Threatened Persons Committee” works under the framework of the IDF’s District Coordination Office. The committee handles calls from Palestinians who are suspected of collaborating with Israel, but have not been officially recognized by Israel as “collaborators” and thus have not been afforded with protection from Israel.

Preventing the Deportation of Ill Migrants Workers
The deportation of migrants workers with severe illnesses to countries in which they could not receive medical treatment may well be deemed a sort of death sentence to the deported migrants.

Refugees and Asylum Seekers

Migrants and Refugees Department is acting to secure the refugees and asylum seekers’ right to health and is promoting the recognition of refugees as residents for the purpose of social rights entitlements.

Palestinian Women and Women with no Civil Status

The Amendment to the Entry into Israel and Nationality Law has negatively impacted tens of thousands of couples, leaving one person in the couple with no civil status and no social rights.

Right to Health of Non-Resident Children

In February 2001 ended a broad struggle led by Physicians for Human Rights association to promote the rights of children of migrants. After many months of lobbying in various Knesset committees and correspondences with government officials, the government recognized, on a partial basis, the rights of non-resident children to health care and determined a special arrangement to insure non-resident children via Me'uhedet Sick Fund.

Migrant Workers’ Right to Health

In 1991 “The Foreign Workers Law, 1991” was enacted and set forth the employment conditions of foreign workers in Israel. Among other things, the law requires employers of foreign workers to provide foreign workers with private medical insurance at the employer’s expense.
